theres an obscure scratch modification called “Web Blox” which allows you to make an html page with blocks.
my mission is to recreate that modification with the scratch 3.0 gui
also adding an extra day to the deadline for my website

not quite, the green flag just compiles the script into a html file, and theres a “Start Green Flag file type [html v]” block when you load the application up
