why hasn’t there been a game that generates stuff based on your ip address

Will it still be a great idea when a child posts a video of them playing the game on the internet?
also the game surely won’t directly show the user ip, but like the seed is the user ip (making it harder to find their ip)
also, the game would surely block users that are younger than 13 in age (this means moderation)
