Can someone please explain how the heck the Surprise feature works? And why it’s rate limited somehow?

it does what the beta profile color dropdown does, except for prod users. 
also, are dots supposed to show next to users’ names in comments?

I see… but it’s random and now I’m stuck with a color I don’t like lol - does the rate limit expire at some point?
you can also change the prod dot color in beta settings using the profile color dropdown (without rate limiting afaik)
