this isn't scratch, emojis are supported, this just means that they don't display in the native emoji font and are the same for everyone
so basically no need for bmp encode? even for non-emoji out of bmp characters, like linear b?
neither windows nor firefox supports that character but i can see its codepoint so oh well it's just for scratch and tbgs then
