I figured that the reason why the plot was delayed was because nobody completed the “obtain a carrot-related item“ quest. And there was probably a plot item being offered as a reward for that quest.
no it was because I needed time to get back into the flow of making updates after going three months without any updates
the carrot items aren't very important, and the question marks just mean I haven't decided what to give you as a reward
also keep in mind that quest ends on turn 71
