Currently, genetic modification practices have not been unlocked on humanity's skill tree. Please progress that further to unlock more options for genetic manipulation.

How can you re-invest skill points? I put way too many into a skill that has since become obsolete.

Simply train in other skills. You may be predisposed with certain bonuses in areas but that's no reason you can't invest skills in other areas. Old skills are naturally lost/recycled
